Context of Leviticus 9:21
19As for the fat parts from the ox and from the ram (the fatty tail, the fat covering the entrails, the kidneys, and the protruding lobe of the liver), 20they set those on the breasts and he offered the fat parts up in smoke on the altar. Finally Aaron waved the breasts and the right thigh as a wave offering before the Lord just as Moses had commanded. 22Then Aaron lifted up his hands toward the people and blessed them and descended from making the sin offering, the burnt offering, and the peace offering. 23Moses and Aaron then entered into the Meeting Tent. When they came out, they blessed the people, and the glory of the Lord appeared to all the people.

- Barnes’ Notes on the Bible · v. 15-21Verses 15-21 In this first complete series of offerings made by the high priest, the sacrifices take their appointed order; first, the sin-offering to make atonement; then the burnt-offering, to signify the surrender of the body, soul and spirit to Yahweh in heaven; and lastly the peace-offering, to show forth the communion vouchsafed to those who are justified and sanctified. - Jamieson–Fausset–Brown Commentary · v. 17-2117-21. meat offering ... wave offering--It is observable that there is no notice taken of these in the offerings the priests made for themselves. They could not bear their own sins: and therefore, instead of eating any part of their own sin offering, as they were at liberty to do in the case of the people's offering, they had to carry the whole carcasses "without the camp and burn them with fire" [Ex 29:14; Le 4:12].Read the comment
