Context of Leviticus 9:20
18Then he slaughtered the ox and the ram – the peace offering sacrifices which were for the people – and Aaron’s sons handed the blood to him and he splashed it against the altar’s sides. 19As for the fat parts from the ox and from the ram (the fatty tail, the fat covering the entrails, the kidneys, and the protruding lobe of the liver), they set those on the breasts and he offered the fat parts up in smoke on the altar. 21Finally Aaron waved the breasts and the right thigh as a wave offering before the Lord just as Moses had commanded. 22Then Aaron lifted up his hands toward the people and blessed them and descended from making the sin offering, the burnt offering, and the peace offering.

- Jamieson–Fausset–Brown Commentary · v. 17-2117-21. meat offering ... wave offering--It is observable that there is no notice taken of these in the offerings the priests made for themselves. They could not bear their own sins: and therefore, instead of eating any part of their own sin offering, as they were at liberty to do in the case of the people's offering, they had to carry the whole carcasses "without the camp and burn them with fire" [Ex 29:14; Le 4:12].Read the comment
