Context of Joshua 11:13
11They annihilated everyone who lived there with the sword – no one who breathed remained – and burned Hazor. 12Joshua captured all these royal cities and all their kings and annihilated them with the sword, as Moses the Lord’s servant had commanded. But Israel did not burn any of the cities located on mounds, except for Hazor; it was the only one Joshua burned. 14The Israelites plundered all the goods of these cities and the cattle, but they totally destroyed all the people and allowed no one who breathed to live. 15Moses the Lord’s servant passed on the Lord’s commands to Joshua, and Joshua did as he was told. He did not ignore any of the commands the Lord had given Moses.

- Adam Clarke Bible Commentary · v. 13The cities that stood still in their strength - The word תלם tillam, which we translate their strength, and the margin, their heap, has been understood two ways. As signifying those cities which had made peace with the Israelites, when conditions of peace were offered according to the command of the law; and consequently were not destroyed. Such as the cities of the Hivites; see Joshua 11:19. 2. The cities which were situated upon hills and mountains…Read the comment
- Barnes’ Notes on the Bible · v. 13Render: “But the cities standing each on its own hill” (compare Jeremiah 30:18). The meaning is simply that, with the exception of Hazor, Joshua did not burn the cities, but left them standing, each on its former site. This site is spoken of as a hill, because such was the ordinary site chosen for cities in Canaan (compare Matthew 5:14).Read the comment
- Matthew Henry Concise Commentary · v. 10-14Verses 10-14 The Canaanites filled up the measure of their iniquity, and were, as a judgment, left to the pride, obstinacy, and enmity of their hearts, and to the power of Satan; all restraints being withdrawn, while the dispensations of Providence tended to drive them to despair. They brought on themselves the vengeance they justly merited, of which the Israelites were to be executioners, by the command the Lord gave to Moses.Read the comment
- Tyndale Open Study Notes · v. 13The cities built on their mounds: In the ancient Near East, it was common practice to rebuild cities on the same sites after they had been destroyed. All the elements that made a city site advantageous remained after a city’s destruction. Many cities were rebuilt many times. Each time a city was destroyed, debris piled up. Over time, the city slowly rose higher as this debris accumulated. Joshua burned only Hazor in the north, just as he had destroyed…Read the comment
