Context of Jeremiah 31:39
37The Lord says, “I will not reject all the descendants of Israel because of all that they have done. That could only happen if the heavens above could be measured or the foundations of the earth below could all be explored,” says the Lord. 38“Indeed a time is coming,” says the Lord, “when the city of Jerusalem will be rebuilt as my special city. It will be built from the Tower of Hananel westward to the Corner Gate. The boundary line will extend beyond that, straight west from there to the Hill of Gareb and then turn southward to Goah. 40The whole valley where dead bodies and sacrificial ashes are thrown and all the terraced fields out to the Kidron Valley on the east as far north as the Horse Gate will be included within this city that is sacred to the Lord. The city will never again be torn down or destroyed.”

- Adam Clarke Bible Commentary · v. 39Upon the hill Gareb - Gareb and Goath are out of the limits of this city. The latter is supposed to be Golgotha; that is, the heap of Gotha, which, being the place where our Lord was crucified, was without the city. These hills were a little to the north-west of the old city walls: but are destined to be within the new city. See Dr. Blayney on all these verses.Read the comment

- Matthew Henry Concise Commentary · v. 35-40Verses 35-40 As surely as the heavenly bodies will continue their settled course, according to the will of their Creator, to the end of time, and as the raging sea obeys him, so surely will the Jews be continued a separate people. Words can scarcely set forth more strongly the restoration of Israel. The rebuilding of Jerusalem, and its enlargement and establishment, shall be an earnest of the great things God will do for the gospel church. The personal…Read the comment
