Ezekiel 32:25
25Among the dead they have made a bed for her, along with all her hordes around her grave. All of them are uncircumcised, killed by the sword, for their terror had spread in the land of the living. They bear their shame along with those who descend to the pit; they are placed among the dead.

Context of Ezekiel 32:25
23Their graves are located in the remote slopes of the pit. Her assembly is around her grave, all of them struck down by the sword, those who spread terror in the land of the living. 24“Elam is there with all her hordes around her grave; all of them struck down by the sword. They went down uncircumcised to the lower parts of the earth, those who spread terror in the land of the living. Now they will bear their shame with those who descend to the pit. Among the dead they have made a bed for her, along with all her hordes around her grave. All of them are uncircumcised, killed by the sword, for their terror had spread in the land of the living. They bear their shame along with those who descend to the pit; they are placed among the dead. 26“Meshech-Tubal is there, along with all her hordes around her grave. All of them are uncircumcised, killed by the sword, for they spread their terror in the land of the living. 27They do not lie with the fallen warriors of ancient times, who went down to Sheol with their weapons of war, having their swords placed under their heads and their shields on their bones, when the terror of these warriors was in the land of the living.

- Matthew Henry Concise Commentary · v. 17-32Verses 17-32 Divers nations are mentioned as gone down to the grave before Egypt, who are ready to give her a scornful reception; these nations had been lately ruined and wasted. But though Judah and Jerusalem were about this time ruined and laid waste, yet they are not mentioned here. Though they suffered the same affliction, and by the same hand, yet the kind design for which they were afflicted, and the mercy God reserved for them, altered its nature…Read the comment
- Tyndale Open Study Notes · v. 21-30Assyria … Elam … Meshech and Tubal … Edom … the leaders of the north and the Sidonians: In the past, these nations filled people with fear. Now they are described as weak shadows of what they once were. Their power is gone, and they exist in a place without joy or purpose. Assyria had been defeated by the Babylonians and the Medes between 627 and 609 BC. After that time, it was no longer a great world power.Read the comment
