Context of 2 Kings 21:21
19Amon was twenty-two years old when he became king, and he reigned for two years in Jerusalem. His mother was Meshullemeth, the daughter of Haruz, from Jotbah. 20He did evil in the sight of the Lord, just like his father Manasseh had done. He followed in the footsteps of his father and worshiped and bowed down to the disgusting idols which his father had worshiped. 22He abandoned the Lord God of his ancestors and did not follow the Lord’s instructions. 23Amon’s servants conspired against him and killed the king in his palace.

Hence, we find the state of things at Josiah‘s accession 2 Kings 23:4-14; Zephaniah 1:4-12; Zephaniah 3:1-7, the exact counterpart of that which had existed under Manasseh.Read the comment

How unrighteous soever they were that did it, God was righteous who suffered it to be done. Now was a happy change from one of the worst, to one of the best of the kings of Judah. - Tyndale Open Study Notes · v. 19-22Amon ruled briefly from 642 to 640 BC and continued his father's evil ways.
