Context of 2 Kings 16:8
6(At that time King Rezin of Syria recovered Elat for Syria; he drove the Judahites from there. Syrians arrived in Elat and live there to this very day.) 7Ahaz sent messengers to King Tiglath-pileser of Assyria, saying, “I am your servant and your dependent. March up and rescue me from the power of the king of Syria and the king of Israel, who have attacked me.” Then Ahaz took the silver and gold that were in the Lord’s temple and in the treasuries of the royal palace and sent it as tribute to the king of Assyria. 9The king of Assyria responded favorably to his request; he attacked Damascus and captured it. He deported the people to Kir and executed Rezin. 10When King Ahaz went to meet with King Tiglath-pileser of Assyria in Damascus, he saw the altar there. King Ahaz sent to Uriah the priest a drawing of the altar and a blueprint for its design.

- Tyndale Open Study Notes · v. 7-9Instead of trusting in God's help (Isaiah 7:7–16), Ahaz asked Tiglath-pileser III of Assyria to save him from his enemies. Tiglath-pileser succeeded, leading to Rezin's death, the capture of Damascus, and the deportation of its people in 732 BC. This also helped remove Pekah as king of Israel that same year (2 Kings 15:29–30). However, the rescue was costly; Ahaz paid a large tribute, and Assyria's involvement made Judah a vassal state (a state under the…Read the comment

So Ahaz sent messengers to Tiglath-pileser--In spite of the assurance given him by Isaiah by two signs, the one immediate, the other remote (Is 7:14; 8:4), that the confederate kings would not prevail against him, Ahaz sought aid from the Assyrian monarch, to purchase which he sent the treasures of the palace and temple.
