Context of 2 Chronicles 31:6
4He ordered the people living in Jerusalem to contribute the portion prescribed for the priests and Levites so they might be obedient to the law of the Lord. 5When the edict was issued, the Israelites freely contributed the initial portion of their grain, wine, olive oil, honey, and all the produce of their fields. They brought a tenth of everything, which added up to a huge amount. The Israelites and people of Judah who lived in the cities of Judah also contributed a tenth of their cattle and sheep, as well as a tenth of the holy items consecrated to the Lord their God. They brought them and placed them in many heaps. 7In the third month they began piling their contributions in heaps and finished in the seventh month. 8When Hezekiah and the officials came and saw the heaps, they praised the Lord and pronounced blessings on his people Israel.

Commentaries on 2 Chronicles 31:6
- Barnes’ Notes on the Bible · v. 6By “the children of Israel” in 2 Chronicles 31:5, seem to be intended the inhabitants of Jerusalem only (see 2 Chronicles 31:4); by “the children of Israel and Judah that dwelt in the cities of Judah” in this verse, seem to be meant the Jews of the country districts and the Israelites who dwelt among them 2 Chronicles 30:25. Of these two classes, the first brought both first-fruits and tithes of “all things;” while the others, who had not been included in…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 6-76-7. and laid them by heaps--The contributions began to be sent in shortly after the celebration of the passover, which had taken place in the middle of the second month. The wheat harvest occurred in the third month, so that the sheaves of that grain, being presented before any other, formed "the foundation," an under-layer in the corn stores of the temple.
