Context of Psalms 106:9
7When our ancestors were in Egypt, they gave no thought to your miracles. They did not remember your numerous acts of mercy, so they rebelled at the sea, the Red Sea. 8He saved them because of his reputation so that he could make his mighty power known. He angrily commanded the Red Sea, and it dried up. He led them through deep water as though it were a desert. 10He rescued them from the power of the one who hated them. He rescued them from the enemy. 11Water covered their adversaries. Not one Egyptian survived.

- Adam Clarke Bible Commentary · v. 9He rebuked the Red Sea - In the descriptions of the psalmist every thing has life. The sea is an animated being, behaves itself proudly, is rebuked, and retires in confusion.Read the comment
- Barnes’ Notes on the Bible · v. 9He rebuked the Red Sea also - The word rendered “rebuke” commonly means to chide - as when one is angry with another for having done wrong. Here it is evidently a poetic term, meaning that he spake “as if” he were angry; or “as if” the Red Sea did wrong in presenting an obstacle or obstruction to the passage of his people. Compare Exodus 14:21-22, So he led them through the depths - Through what had been the abyss; what had seemed to be depths, being…Read the comment
- Matthew Henry Concise Commentary · v. 6-12Verses 6-12 Here begins a confession of sin; for we must acknowledge that the Lord has done right, and we have done wickedly. We are encouraged to hope that though justly corrected, yet we shall not be utterly forsaken. God's afflicted people own themselves guilty before him. God is distrusted because his favours are not remembered. If he did not save us for his own name's sake, and to the praise of his power and grace, we should all perish.Read the comment

That God saved them in their unbelief was of His mere mercy, and for His own glory. the sea ... the Red Sea--the very words in which Moses' song celebrated the scene of Israel's deliverance (Ex 15:4).
