Context of Ezra 1:5
3May God be with all of you who are his people. You may go to Jerusalem (which is in Judah) and build a temple for the Lord God of Israel. He is the God who is in Jerusalem. 4All who ⌞choose to⌟ remain behind, wherever they may be living, should provide the people who are leaving with silver, gold, supplies, livestock, and freewill offerings to be used in God’s temple in Jerusalem. Then the heads of the families of Judah and Benjamin, the priests, and the Levites—everyone God had inspired—came forward to rebuild the Lord’s temple in Jerusalem. 6All their neighbors ⌞who were remaining behind⌟ provided them with articles made from silver and gold, supplies, livestock, and valuable gifts besides everything that was freely offered. 7King Cyrus brought out the utensils belonging to the Lord’s temple. Nebuchadnezzar had taken these utensils from Jerusalem and put them in the temple of his own god.

- Barnes’ Notes on the Bible · v. 5Only a portion of the Israelites took advantage of the permission of Cyrus. Many remained in Babylon, since they were disinclined to relinquish their property. They who returned were persons whom God had especially stirred up to make sacrifices for His glory.Read the comment
- Matthew Henry Concise Commentary · v. 5-11Verses 5-11 The same God that raised up the spirit of Cyrus to proclaim liberty to the Jews, raised up their spirits to take the benefit. The temptation was to some to stay in Babylon; but some feared not to return, and they were those whose spirits God raised, by his Spirit and grace. Whatever good we do, is owing to the grace of God. Our spirits naturally bow down to this earth and the things of it; if they move upward in any good affections or good…Read the comment
- Tyndale Open Study Notes · v. 5-6As with Cyrus's heart (Ezra 1:1), God inspired Israel’s leaders. Few priests and Levites responded (see Ezra 2:36–42). Most responders were from the tribes of Judah and Benjamin. Persian documents show many Jews stayed in Babylon, where they had homes, businesses, and relatives. A dangerous four-month journey back to Jerusalem, now a desolate city inhabited by foreigners, was not appealing compared to their comfortable life in Babylon. It was easier to…Read the comment
- Jamieson–Fausset–Brown Commentary · v. 5-65-6. Then rose up the chief of the fathers, &c.--The paternal and ecclesiastical chiefs of the later captivity, those of the tribes of Judah and Benjamin, with some also from other tribes (1Ch 9:3), who retained their attachment to the pure worship of God, naturally took the lead in this movement. Their example was followed by all whose piety and patriotism were strong enough to brave the various discouragements attending the enterprise. They were…Read the comment
