Context of Ezekiel 14:23
21“This is what the Almighty Lord says: I will surely send four terrible punishments against Jerusalem. I will send wars, famines, wild animals, and plagues. They will destroy people and animals. 22But some people will survive. Some of your sons and daughters will be brought out. When they come out to you, you will see how they live. Then you will be comforted after the disasters that I will bring on Jerusalem, after every disaster that I will bring against it. You will be comforted when you see how they live. Then you will know that everything I have done was done for a reason,” declares the Almighty Lord.

- Adam Clarke Bible Commentary · v. 23Ye shall know that I have not done without cause - There is no part of the conduct of God towards man that is not dictated by the purest principles of justice, equity, and truth. He does nothing but what is right; and whatever is right to be done, that ought to be done. In God's justice there is no severity; in God's mercy there is no caprice. He alone doth all things well; for he is the Fountain of justice and mercy.Read the comment

- Matthew Henry Concise Commentary · v. 12-23Verses 12-23 National sins bring national judgments. Though sinners escape one judgment, another is waiting for them. When God's professing people rebel against him, they may justly expect all his judgments. The faith, obedience, and prayers of Noah prevailed to the saving of his house, but not of the old world. Job's sacrifice and prayer in behalf of his friends were accepted, and Daniel had prevailed for the saving his companions and the wise men of…Read the comment

They would not survive because of their own righteousness or that of their relatives, but as an object lesson for those in exile. As the exiles saw the depravity of this remnant, they would feel better about what God had done to Jerusalem. The exiles would understand that God had acted with justice in his judgment upon Jerusalem, not without cause.Read the comment
