Context of Ezekiel 14:23
21For thus says the Lord God, “How much more when I send My four severe judgments against Jerusalem—sword, famine, predatory beasts, and virulent disease—to cut off man and animal from it! 22Yet, behold, survivors will be left in it [escaping the judgments], both sons and daughters. Listen carefully, they are going to come out to you [in Babylon] and you will see their [wicked] conduct and [despicable] actions; then you will be at peace in regard to the disaster which I have brought against Jerusalem for everything which I have brought on it [has been deserved]. Then they will reassure you [in regard to the appropriateness of the judgments] when you see their [heinous] conduct and actions, for you will know that I have not done without cause whatever I did to it,” declares the Lord God.

- Adam Clarke Bible Commentary · v. 23Ye shall know that I have not done without cause - There is no part of the conduct of God towards man that is not dictated by the purest principles of justice, equity, and truth. He does nothing but what is right; and whatever is right to be done, that ought to be done. In God's justice there is no severity; in God's mercy there is no caprice. He alone doth all things well; for he is the Fountain of justice and mercy.Read the comment

- Matthew Henry Concise Commentary · v. 12-23Verses 12-23 National sins bring national judgments. Though sinners escape one judgment, another is waiting for them. When God's professing people rebel against him, they may justly expect all his judgments. The faith, obedience, and prayers of Noah prevailed to the saving of his house, but not of the old world. Job's sacrifice and prayer in behalf of his friends were accepted, and Daniel had prevailed for the saving his companions and the wise men of…Read the comment

As the exiles saw the depravity of this remnant, they would feel better about what God had done to Jerusalem. The exiles would understand that God had acted with justice in his judgment upon Jerusalem, not without cause.Read the comment
