Context of 2 Kings 15:14
12It happened exactly as the Lord had told Jehu: “Four generations of your descendants will sit on the throne of Israel.” 13Shallum, son of Jabesh, became king in Azariah’s thirty-ninth year as king of Judah. Shallum ruled for an entire month in Samaria. Then Menahem, son of Gadi, came from Tirzah to Samaria, attacked Shallum (son of Jabesh), killed him, and succeeded him as king. 15Everything else about Shallum—all about his conspiracy—is written in the official records of the kings of Israel. 16Then Menahem attacked Tiphsah, everyone there, and its territory. Because the city didn’t open its gates for him, he attacked it and ripped open all its pregnant women.

- Barnes’ Notes on the Bible · v. 14Tirzah, the old capital, once more appears as a place of importance, giving birth to the pretender, who alone of all these later kings died a natural death, and left the crown to his son 2 Kings 15:22. It would seem from the present passage to have been on lower ground than Samaria.Read the comment
- Matthew Henry Concise Commentary · v. 8-31Verses 8-31 This history shows Israel in confusion. Though Judah was not without troubles, yet that kingdom was happy, compared with the state of Israel. The imperfections of true believers are very different from the allowed wickedness of ungodly men. Such is human nature, such are our hearts, if left to themselves, deceitful above all things, and desperately wicked. We have reason to be thankful for restraints, for being kept out of temptation, and…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 13-1713-17. Shallum ... reigned a full month--He was opposed and slain by Menahem, who, according to Josephus, was commander of the forces, which, on the report of the king's murder, were besieging Tirzah, a town twelve miles east of Samaria, and formerly a seat of the kings of Israel.
