Context of Joshua 9:12
10and all that he did to the two kings of the Amorites who were beyond the Jordan, to Sihon the king of Heshbon, and to Og king of Bashan, who lived in Ashtaroth. 11So our elders and all the inhabitants of our country said to us, 'Take provisions in your hand for the journey and go to meet them and say to them, "We are your servants. Come now, make a covenant with us."' Here is our bread. It was still warm when we took it from our houses as our food for the journey on the day we set out to come to you, but now, behold, it is dry and crumbly. 13These wineskins were new when we filled them, and behold, they have burst. And these garments and sandals of ours are worn out from the very long journey." 14So the men took some of their provisions, but did not ask counsel from the Lord.

- Matthew Henry Concise Commentary · v. 3-13Verses 3-13 Other people heard these tidings, and were driven thereby to make war upon Israel; but the Gibeonites were led to make peace with them. Thus the discovery of the glory and the grace of God in the gospel, is to some a savour of life unto life, but to others a savour of death unto death, 2Co 2:16. The same sun softens wax and hardens clay. The falsehood of the Gibeonites cannot be justified. We must not do evil that good may themselves to the…Read the comment
- Tyndale Open Study Notes · v. 11-13None of Israel’s leaders noticed that the Gibeonites did not answer Joshua’s questions. This was because they had become distracted by the false words of praise about God and the idea that a foreign people wanted a treaty. If the Israelites spared their lives, the Gibeonites were willing to become Israel’s servants and swear to a treaty. This request should have raised suspicions among Israel’s leaders. Why would people from a distant land want a treaty…Read the comment

It was the capital of the Hivites, and a large important city (Jos 10:2). It seems to have formed, in union with a few other towns in the neighborhood, a free independent state (Jos 9:17) and to have enjoyed a republican government (Jos 9:11).Read the comment
