Context of Isaiah 49:22
20The children of your bereavement will yet say in your ears: 'The place is too narrow for me; make room for me to dwell in.' 21Then you will say in your heart: 'Who has borne me these? I was bereaved and barren, exiled and put away, but who has brought up these? Behold, I was left alone; from where have these come?'" Thus says the Lord God: "Behold, I will lift up my hand to the nations, and raise my signal to the peoples; and they shall bring your sons in their arms, and your daughters shall be carried on their shoulders. 23Kings shall be your foster fathers, and their queens your nursing mothers. With their faces to the ground they shall bow down to you, and lick the dust of your feet. Then you will know that I am the Lord; those who wait for me shall not be put to shame." 24Can the prey be taken from the mighty, or the captives of a tyrant be rescued?

- Barnes’ Notes on the Bible · v. 22Behold, I will lift up mine hand to the Gentiles - To lift up the hand is a sign of beckoning to, or inviting; and the idea here is, that God would call the Gentiles to partake of the blessings of the true religion, and to embrace the Messiah (see the notes at Isaiah 11:11). And set up my standard to the people - To the people of other lands; the word here being synonymous with the word Gentiles. A standard, or an ensign was erected in times of war to…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 2222. lift ... hand--that is, beckon to (see on Is 13:2). standard--(Is 11:12). bring ... sons in ... arms--The Gentiles shall aid in restoring Israel to its own land (Is 60:4; 66:20). Children able to support themselves are carried on the shoulders in the East; but infants, in the arms, or astride on one haunch (Is 60:12). "Thy sons" must be distinct from "the Gentiles," who carry them; and therefore cannot primarily refer to converts among the Gentiles.Read the comment
