Context of Ezekiel 47:4
2Then he brought me out by way of the north gate and led me around on the outside to the outer gate that faces toward the east; and behold, the water was trickling out on the south side. 3Going on eastward with a measuring line in his hand, the man measured a thousand cubits, and then led me through the water, and it was ankle-deep. Again he measured a thousand, and led me through the water, and it was knee-deep. Again he measured a thousand, and led me through the water, and it was waist-deep. 5Again he measured a thousand, and it was a river that I could not pass through, for the water had risen. It was deep enough to swim in, a river that could not be passed through. 6And he said to me, "Son of man, have you seen this?" Then he led me back to the bank of the river.

- Barnes’ Notes on the Bible · v. 4The knees - The mission of Paul and Barnabas Acts 13:1-4 is another marked epoch in the Church‘s history; and the time of Paul‘s martyrdom denotes an increase in the Gentile Church, which corresponds with the waters reaching the loins.Read the comment
- Tyndale Open Study Notes · v. 3-5At first, the stream was only a small trickle flowing from the temple gate. As it moved farther away, it grew deeper and deeper. - Jamieson–Fausset–Brown Commentary · v. 1-23The happy fruit to the earth at large of God's dwelling with Israel in holy fellowship is that the blessing is no longer restricted to the one people and locality, but is to be diffused with comprehensive catholicity through the whole world. So the plant from the cedar of Lebanon is represented as gathering under its shelter "all fowl of every wing" (Eze 17:23).
