Context of Psalms 78:17
15He broke rocks into pieces in the wilderness so that his people had plenty of water. Springs of water came from deep in the earth. 16He caused streams to pour from the rocks so that the waters ran like rivers. But his people continued to do bad things against him. In the wilderness, they turned against the Most High God. 18They decided to test God, to see what he would do. They demanded to have the food that they liked best. 19They spoke against God, and they said, ‘Can God give us food to eat here in the wilderness?

This may have been in two ways; (1) their sin was thus more aggravated, as being committed against greater light; and (2) they evinced more and more their depravity, in proportion as he bestowed mercies on them - not an uncommon thing with people. - Matthew Henry Concise Commentary · v. 9-39Verses 9-39 Sin dispirits men, and takes away the heart. Forgetfulness of God's works is the cause of disobedience to his laws.
