Context of Psalms 74:11
9We no longer see any signs that God is with us. There are no more prophets among us. Nobody can tell us how long this will continue. 10God, how long will our enemies laugh at you? Will they insult your name for ever? Why do you do nothing to help us? Use your power now to punish them! 12God, you have been my king from the beginning. You have done great things to rescue us all over the earth. 13You broke the sea into separate pieces, because you are so strong. You broke the heads of the monsters in the waters of the sea.

The literal version of the Hebrew is: "To what time wilt thou draw back thy hand; yea, thy right hand, from within thy bosom?" Consomme; that is, manifest thy power, and destroy thy adversaries. - Barnes’ Notes on the Bible · v. 11Why withdrawest thou thy hand, even thy right hand? - Why dost thou not stretch forth thy hand for our deliverance? The hand, especially the right hand, is the instrument by which we wield a sword, or strike a blow; and the expression here is equivalent to asking why God did not interfere and save them. Pluck it out of thy bosom - As if God had hidden his hand beneath the folds of his garment, or had wrapped his robe tightly around him. It “seemed” as if…Read the comment
