Context of Psalms 140:8
6Lord, I say to you, ‘You are my God.’ Lord, hear my prayer for help! 7Lord, my Lord, you are my strong helper. You keep me safe when I fight in a battle. Lord, do not let wicked people do what they want to do. Stop them when they prepare to attack. Selah. 9Give trouble to the people who come round me to attack! Let the bad things that they say against me happen to them instead! 10Drop burning coals on them like rain! Throw those people into the fire! Let them fall into deep holes that they cannot get out of!

Let them not succeed in their designs against me. The prayer, however, “may” be used more generally. - Matthew Henry Concise Commentary · v. 8-13Verses 8-13 Believers may pray that God would not grant the desires of the wicked, nor further their evil devices.
