Context of Numbers 30:12
10A woman who is living with her husband may make a promise to the Lord. 11If her husband hears about it but he does not say anything, she must do everything that she has promised. But her husband may say clearly that she must not do it. Then she must obey him. The Lord will understand why she does not do it. 13The husband may let his wife do what she promised to do, or he may refuse. 14If the husband does not say anything for many days about the promise, the woman must do what she promised.

- Matthew Henry Concise Commentary · v. 3-16Verses 3-16 Two cases of vows are determined. The case of a daughter in her father's house. When her vow comes to his knowledge, it is in his power either to confirm it or do it away. The law is plain in the case of a wife. If her husband allows her vow, though only by silence, it stands. If he disallows it, her obligation to her husband takes place of it; for to him she ought to be in subjection, as unto the Lord. The Divine law consults the good order…Read the comment
- Tyndale Open Study Notes · v. 10-15A married woman needed her husband's approval to make vows and pledges. Her husband could cancel her religious promise. But he had to decide on the day he heard about it. God did not blame the married woman for breaking the promise if her husband canceled it correctly (compare 30:5, 8, 12). The self-denial mentioned in 30:13 probably refers to fasting. If he did not object, the husband's silence meant he agreed. He could not delay his objection, or he…Read the comment
