Context of Leviticus 14:5
3The priest must go outside the camp and he must look at the person. If the disease has gone away, 4he must speak to the person. He must tell the person that he must bring two birds. They must be birds that are good for food. The birds must be alive. They must also bring wood from the cedar tree, red wool and some hyssop. The priest will bring a pot with water in it. He will hold one of the birds over the pot and he will kill it. 6The priest will take the other bird and the wood from the cedar tree. He will take the red wool and the hyssop. He will put all of them into the blood of the dead bird. 7The priest will shake the blood over the person who had the disease. He will do this seven times. The priest will then say that the person is clean. The priest will let the live bird go. It will fly away.

The meaning appears to be this: Some water (about a quarter of a log, an eggshell and a half full, according to the rabbins) was taken from a spring, and put into a clean earthen vessel, and they killed the bird over this water, that the blood might drop into it; and in this blood and water mixed, they dipped the instrument before described, and sprinkled it seven times upon the person who was…Read the comment

- Tyndale Open Study Notes · v. 5-7Killing the bird and sprinkling its blood (Leviticus 14:7) is similar to Exodus 24:6–8. This is where Moses sprinkled all of Israel with blood to establish them as God's covenant community. In these verses, they cleansed the individual by sprinkling them with blood and allowed them to return to the community. They also used fresh water in cleansing ceremonies and in preparing sacrifices (Numbers 8:7; Leviticus 1:9, 13).Read the comment
- Jamieson–Fausset–Brown Commentary · v. 5-95-9. the priest shall command that one of the birds be killed ... over running water--As the blood of a single bird would not have been sufficient to immerse the body of another bird, it was mingled with spring water to increase the quantity necessary for the appointed sprinklings, which were to be repeated seven times, denoting a complete purification. (See 2Ki 5:10; Psa 51:2; Mt 8:4; Lu 5:14). The living bird being then set free, in token of the leper's…Read the comment
