Context of Isaiah 23:2
1This is a message about Tyre. Weep aloud, you people in the great ships of Tarshish. An enemy has destroyed the port and the houses of Tyre. They heard this news in Cyprus. Weep quietly, you people who live on the coast of the sea. Yes, weep, you traders of Sidon city. Your sailors travelled across the sea and you became rich. 3They brought grain to you from Shihor region in Egypt. You received crops that had grown beside the Nile river. Tyre became an important city where traders from many nations came. 4Be ashamed, you people in Sidon. You have become strong because of the sea. But the sea now speaks against you! It says, ‘I have not given birth to any children. I have not taken care of any sons or daughters as a parent should do.’

- Adam Clarke Bible Commentary · v. 2Be still "Be silent" - Silence is a mark of grief and consternation. See Isaiah 47:5. Jeremiah has finely expressed this image: - "The elders of the daughter of Zion sit on the ground, they are silent: They have cast up dust on their heads, they have girded themselves with sackcloth. The virgins of Jerusalem hang down their heads to the ground." Lamentations 2:10.Read the comment

It is an address of the prophet to Tyre, indicating that it would be soon still, and destroyed. Ye inhabitants of the isle - (of Tyre). The word isle‘ (אי 'iy ) is sometimes used to denote a “coast or maritime region” (see the note at Isaiah 20:6), but there seems no reason to doubt that here it means the island on which…Read the comment
