Context of Genesis 36:19
17The sons of Esau's son, Reuel, who became clan leaders in Edom were Nahath, Zerah, Shammah and Mizzah. They were grandsons of Esau's wife Basemath. 18The sons of Esau's wife, Oholibamah, who became clan leaders were Jeush, Jalam and Korah. Oholibamah was the daughter of Anah. All those were the sons of Esau and they became the leaders of their clans. 20These were the descendants of Seir the Horite. They lived in that land before Esau arrived there. They were Lotan, Shobal, Zibeon, Anah, 21Dishon, Ezer and Dishan. These descendants of Seir were leaders of the Horite clans in Edom.

- Jamieson–Fausset–Brown Commentary · v. 15-1915-19. dukes--The Edomites, like the Israelites, were divided into tribes, which took their names from his sons. The head of each tribe was called by a term which in our version is rendered "duke"--not of the high rank and wealth of a British peer, but like the sheiks or emirs of the modern East, or the chieftains of highland clans.
