Context of Ezekiel 45:23
21Each year, on the 14th day of the first month, you must start the Passover festival. The festival will continue for seven days. During that time you must not eat any bread that hasyeast in it. 22On the first day of the festival, the ruler must provide a bull as a sin offering. It is an offering for himself and for all the people of Israel. Every day of the feast he must provide seven young bulls and seven male sheep for burnt offerings to the Lord. The animals must have nothing wrong with them. Each day of the festival, he must also give a male goat as a sin offering. 24With each bull and each sheep, the ruler must also provide an ephah of grain. He must provide a hin of olive oil with each ephah of grain. 25You will have another festival that starts on the 15th day of the 7th month. It will continue for seven days. Each day, the ruler must provide the same things for sin offerings, burnt offerings and grain offerings, as well as the olive oil.’

- Barnes’ Notes on the Bible · v. 18-25Verses 18-25 This order of certain solemn services does not follow exactly the order of Moses, of Solomon, or of Ezra. The deviation can scarcely have been accidental, and furnishes a fresh indication that the whole vision is symbolic, representative of the times when, after the oblation of the one Sacrifice, reconciliation and sanctification were effected for man through the presence of God dwelling in the midst of the people. Ezekiel 45:18 In the first…Read the comment
- Tyndale Open Study Notes · v. 21-25Like the offerings, the annual festivals in the new temple were meant to purify the people and the land. Instead of the three main festivals of the time of Moses (the feasts of Passover, Harvest, and Tabernacles), there were now only two. These two, Passover and Tabernacles, were almost the same and took place six months apart. The Passover festival still happened on the fourteenth day of the first month. It was similar to the earlier Passover in many…Read the comment

Only Jehovah's portion is here subdivided into its three parts: (1) that for the sanctuary (Eze 45:2, 3); (2) that for the priests (Eze 45:4); (3) that for the Levites (Eze 45:5).
