Context of Ezekiel 37:9
7So I prophesied, as the Lord had commanded me to do. While I was still speaking, there was a noise. It was the sound of the bones as they knocked against each other when they joined together. 8While I watched, I saw meat come and join to the bones. Then skin covered them. But there was no breath in them yet. Then the Lord said to me, ‘Prophesy to the wind, son of man. Speak my message to the wind. Say, “This is what the Almighty Lord says: Blow from all directions and put breath into these dead bodies! Cause them to become alive again.” ’ 10So I spoke the message that the Lord had commanded me to speak. Breath went into those dead bodies and they became alive. They stood up on their feet. They were as many as a great army. 11Then the Lord said to me, ‘Son of man, these bones are a picture of all Israel's people. The Israelites are saying, “Our bones are dead and dry. There are no good things that we can hope for. We have come to an end.”

- Adam Clarke Bible Commentary · v. 9Prophesy unto the wind - רוח ruach . Address thyself to the soul, and command it to enter into these well-organized bodies, that they may live. Come from the four winds - Souls, come frown all parts where ye are scattered; and reanimate these bodies from; which ye have been so long separated. The four winds signify all parts - in every direction. Literally it is, "Souls, come from the four souls;" "Breath, come from the four breaths;" or, "Wind, come from…Read the comment
- Barnes’ Notes on the Bible · v. 9The wind - Rather, as in the margin and as in Ezekiel 37:5. The bones are the bones of the “slain,” because the scene was one which was likely to occur in the time of the Chaldaean invasion, and the fact of violent death reminded the prophet of the miserable condition of the people.Read the comment
- Tyndale Open Study Notes · v. 9-10When Ezekiel spoke to the four winds, breath entered the re-formed bodies. They stood up as a great army ready for action. For it is distinct from "the four winds" from which it is summoned. from the four winds--implying that Israel is to be gathered from the four quarters of the earth (Is 43:5, 6; Jr 31:8), even as they were "scattered into all the winds" (Eze 5:10; 12:14; 17:21; compare Re 7:1, 4).Read the comment
