Context of Ezekiel 21:25
23The people in Jerusalem had promised to serve the king of Babylon. So they think that he will not attack them. But he will tell them about the wrong things that they have done. Because of that he will take them as his prisoners. 24So this is what the Almighty Lord says: You have shown everyone that you are guilty of many sins. Everything that you do shows your sins very clearly. Because you are guilty, your enemies will take you as their prisoners. I say this to you, wicked king of Israel. The time for your final punishment has now arrived. 26This is what the Almighty Lord says: Take off the special cloth from the king's head. Remove his crown! Everything will change! Give honour to humble people! Make proud people ashamed! 27I will cause your city to become a heap of stones. I will destroy the kingdom. This will happen when my chosen man comes. I have chosen him to punish the city. Then I will give him authority over the city, because it belongs to him.

- Matthew Henry Concise Commentary · v. 18-27Verses 18-27 By the Spirit of prophecy Ezekiel foresaw Nebuchadnezzar's march from Babylon, which he would determine by divination. The Lord would overturn the government of Judah, till the coming of Him whose right it is. This seems to foretell the overturnings of the Jewish nation to the present day, and the troubles of states and kingdoms, which shall make way for establishing the Messiah's kingdom throughout the earth. - Tyndale Open Study Notes · v. 25-27This judgment would affect Zedekiah, the corrupt and wicked leader of Israel, and the people. Ezekiel refers to Zedekiah by his title, showing that his position was also judged. He would lose his royal symbols and be humbled, while the Lord would lift up the humble. The old order would face destruction. the arrival of Him … to whom I have assigned the right of judgment: Many people understand this coming judge to be the Messiah (God’s chosen one), as in…Read the comment

Havernick translates, as in Eze 21:14, "slain," that is, not literally, but virtually; to Ezekiel's idealizing view Zedekiah was the grand victim "pierced through" by God's sword of judgment, as his sons were slain before his eyes, which were then put out, and he was led a captive in chains to Babylon.
