Context of Deuteronomy 31:12
10Then Moses said to them, ‘You must read this Law to all the Israelites. Read it every seven years at the Feast of Huts, in the year when you forgive people's debts. At that time all the Israelites will go to the place that the Lord your God will choose. When they meet there to worship the Lord, they must listen to this Law. Bring all the men, women and children together. Also bring the foreign people who live in your towns. They must all hear God's Law as it is read to them. Then they can learn to respect and obey the Lord your God. They will be careful to obey all the teaching of his Law. 13Their children will hear this Law for the first time. They will learn to respect and obey the Lord your God. You must do this for as long as you live in the land. You will soon go across the Jordan River to live there.’ 14The Lord said to Moses, ‘You will soon die. Fetch Joshua and come with him to the Tent of Meeting. When you meet with me there, I will give Joshua authority to be the leader of my people.’ So Moses and Joshua went to meet the Lord at his special tent.

- Matthew Henry Concise Commentary · v. 9-13Verses 9-13 Though we read the word in private, we must not think it needless to hear it read in public. This solemn reading of the law must be done in the year of release. The year of release was typical of gospel grace, which is called the acceptable year of the Lord; for our pardon and liberty by Christ, engage us to keep his commandments. It must be read to all Israel, men, women, children, and to the strangers. It is the will of God that all people…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 9-139-13. And Moses wrote this law, and delivered it unto the priests--The law thus committed to writing was either the whole book of Deuteronomy, or the important part of it contained between the twenty-seventh and thirtieth chapters. It was usual in cases of public or private contract for two copies of the engagement to be made--one to be deposited in the national archives or some secure place for reference, should occasion require. The other was to remain…Read the comment
