39You thought that enemies would catch your small children. But they are the people who will go into the land. Your children who are still too young to know the difference between good and bad will also go in there. I will give the land to them and it will become their land.

Context of Deuteronomy 1:39
37As for me, the Lord became angry with me also, because of you. He said to me, ‘You also will not go into the land. 38But your servant Joshua, the son of Nun, will go in there. You must tell him to be brave. He will lead the Israelites into the land. It will become their land. You thought that enemies would catch your small children. But they are the people who will go into the land. Your children who are still too young to know the difference between good and bad will also go in there. I will give the land to them and it will become their land. 40But now you must all turn back towards the desert. Travel along the road to the Red Sea.’ 41Then you answered me. You said, ‘Yes, we have done wrong things against the Lord. We will now go and fight those people. We will do what the Lord our God has told us to do.’ So then each one of you picked up his weapons. You thought that it would be easy to go up into the hill country.

- Matthew Henry Concise Commentary · v. 19-46Verses 19-46 Moses reminds the Israelites of their march from Horeb to Kadesh-barnea, through that great and terrible wilderness. He shows how near they were to a happy settlement in Canaan. It will aggravate the eternal ruin of hypocrites, that they were not far from the kingdom of God. As if it were not enough that they were sure of their God before them, they would send men before them. Never any looked into the Holy Land, but they must own it to be a…Read the comment

As the children had not been partakers of the sinful outbreak, they were spared to obtain the privilege which their unbelieving parents had forfeited.
