Context of Deuteronomy 1:39
37“The Lord was angry with me also because of you and said, ‘You will not enter there either. 38Joshua son of Nun, who attends you, will enter it. Encourage him, for he will enable Israel to inherit it. Your children, who you said would be plunder, your sons who don’t yet know good from evil, will enter there. I will give them the land, and they will take possession of it. 40But you are to turn back and head for the wilderness by way of the Red Sea.’ 41“You answered me, ‘We have sinned against the Lord. We will go up and fight just as the Lord our God commanded us.’ Then each of you put on his weapons of war and thought it would be easy to go up into the hill country.

- Matthew Henry Concise Commentary · v. 19-46Verses 19-46 Moses reminds the Israelites of their march from Horeb to Kadesh-barnea, through that great and terrible wilderness. He shows how near they were to a happy settlement in Canaan. It will aggravate the eternal ruin of hypocrites, that they were not far from the kingdom of God. As if it were not enough that they were sure of their God before them, they would send men before them. Never any looked into the Holy Land, but they must own it to be a…Read the comment

As the children had not been partakers of the sinful outbreak, they were spared to obtain the privilege which their unbelieving parents had forfeited.
