Context of Amos 2:15
13So I will punish you. A cart that has a heavy load pushes down on the ground. That is how I will push down on you. 14You might try to run away. But nobody will get free. Even the fastest runner will not get free. The strong people will not be strong enough to stop me. The soldiers will not be able to save their lives. Soldiers who shoot arrows will have to turn back. Fast runners will not save their lives. Soldiers who ride on horses will also die. 16At that time, strong, brave soldiers will run away without their clothes.’ That is what the Lord says.

- Adam Clarke Bible Commentary · v. 15Neither shall he that rideth the horse deliver himself - I believe all these sayings, Amos 2:13-16, are proverbs, to show the inutility of all attempts, even in the best circumstances, to escape the doom now decreed, because the cup of their iniquity was full.Read the comment
- Matthew Henry Concise Commentary · v. 9-16Verses 9-16 We need often to be reminded of the mercies we have received; which add much to the evil of the sins we have committed. They had helps for their souls, which taught them how to make good use of their earthly enjoyments, and were therefore more valuable. Faithful ministers are great blessings to any people; but it is God that raises them up to be so. Sinners' own consciences will witness that he has not been wanting to them in the means of…Read the comment

Thus, "king of Edom" is taken as the heir to the throne of Edom. But "his son" is rather the king of Moab's own son, whom the…Read the comment
