Context of Numbers 23:15
13And Balak said to him, Come, I pray thee, with me to another place, from whence thou wilt see them; thou shalt see only the extremity of them and shalt not see them all, and curse me them from thence. 14And he took him to the watchmen's field, to the top of Pisgah, and built seven altars, and offered up a bullock and a ram on [each] altar. And [Balaam] said to Balak, Stand here by thy burnt-offering, and I will go to meet yonder. 16And Jehovah met Balaam, and put a word in his mouth, and said, Return to Balak, and thus shalt thou speak. 17And he came to him, and behold, he was standing by his burnt-offering, and the princes of Moab with him; and Balak said to him, What has Jehovah spoken?

Men change their minds, and break their words; but God never changes his mind, and therefore never recalls his promise. - Tyndale Open Study Notes · v. 13-26Balak hoped for different results by changing the location. The exact location of the plateau of Zophim on Pisgah Peak is unknown. Come, ... with me unto another place, from whence thou mayest see them--Surprised and disappointed at this unexpected eulogy on Israel, Balak hoped that, if seen from a different point of observation, the prophet would give utterance to different feelings; and so, having made the same solemn preparations, Balaam retired, as before, to wait the divine afflatus.Read the comment
