Context of Numbers 23:15
13Then Balak said to him, “Please come with me to another place where you can see them. You will only see the outskirts of their camp—not all of them. And from there, curse them for me.” 14So Balak took him to the field of Zophim, to the top of Pisgah, where he built seven altars and offered a bull and a ram on each altar. Balaam said to Balak, “Stay here beside your burnt offering while I meet the LORD over there.” 16And the LORD met with Balaam and put a message in his mouth, saying, “Return to Balak and speak what I tell you.” 17So he returned to Balak, who was standing there by his burnt offering with the princes of Moab. “What did the LORD say?” Balak asked.

Men change their minds, and break their words; but God never changes his mind, and therefore never recalls his promise. And when in Scripture he is said to repent, it does not mean any…Read the comment
- Tyndale Open Study Notes · v. 13-26Balak hoped for different results by changing the location. The exact location of the plateau of Zophim on Pisgah Peak is unknown. - Jamieson–Fausset–Brown Commentary · v. 13-1513-15. Come, ... with me unto another place, from whence thou mayest see them--Surprised and disappointed at this unexpected eulogy on Israel, Balak hoped that, if seen from a different point of observation, the prophet would give utterance to different feelings; and so, having made the same solemn preparations, Balaam retired, as before, to wait the divine afflatus.Read the comment
