Context of Nehemiah 9:17
15And thou gavest them bread from the heavens for their hunger, and broughtest forth water for them out of the rock for their thirst, and didst say to them that they should go in to possess the land which thou hadst sworn to give them. 16But they, our fathers, dealt proudly, and hardened their neck, and hearkened not to thy commandments, and refused to obey, neither were they mindful of thy wonders which thou hadst done among them; but hardened their neck, and in their rebellion made a captain to return to their bondage. But thou art a God ready to forgive, gracious and merciful, slow to anger and of great loving-kindness, and thou forsookest them not. 18Yea, when they had made them a molten calf, and said, This is thy god that brought thee up out of Egypt! and they had wrought great provocation, 19yet thou in thy manifold mercies forsookest them not in the wilderness. The pillar of the cloud departed not from over them by day, to lead them on the way; neither the pillar of fire by night, to shew them light, and the way wherein they should go.

- Adam Clarke Bible Commentary · v. 17And in their rebellion appointed a captain - This clause, read according to its order in the Hebrew text, is thus: And appointed a captain to return to their bondage in their rebellion. But it is probable that במרים bemiryam, in their rebellion, is a mistake for במצרים bemitsrayim, in Egypt. This is the reading of seven of Kennicott's and De Rossi's MSS., the Neapolitan edition of the Hagiographa, and the Septuagint. It is also the reading in Numbers…Read the comment
- Barnes’ Notes on the Bible · v. 17In their rebellion - The Septuagint and several maunscripts have “in Egypt” (the words in the original differing by one letter only), and translate - “And appointed a captain to return to their bondage in Egypt.” Compare the margin reference. The appointment of a leader is regarded here as made, whereas we are only told in the Book of Numbers that it was proposed.Read the comment

Whatever ability we have to do any thing in the way of duty, we are to serve and glorify God according to the utmost of it. When confessing our sins, it is good to notice the mercies of God, that we may be the more humbled and ashamed. The dealings of the Lord showed his goodness and long-suffering, and the hardness of their hearts. The testimony of the…Read the comment

Despite all of that, Israel's ancestors were proud and stubborn and refused to obey (see Exodus 32; Numbers 14:4). Yet in his grace, God remained faithful and compassionate…Read the comment
