19And I will set a sign among them, and I will send those that escape of them unto the nations, to Tarshish, Pul, and Lud, that draw the bow; to Tubal and Javan, to the isles afar off, that have not heard my fame, neither have seen my glory: and they shall declare my glory among the nations.

And I will set a sign among them, and I will send those that escape of them unto the nations, to Tarshish, Pul, and Lud, that draw the bow; to Tubal and Javan, to the isles afar off, that have not heard my fame, neither have seen my glory: and they shall declare my glory among the nations. 20And they shall bring all your brethren out of all the nations as an oblation unto Jehovah, upon horses, and in chariots, and in covered waggons, and upon mules, and upon dromedaries, to my holy mountain, to Jerusalem, saith Jehovah, as the children of Israel bring an oblation in a clean vessel into the house of Jehovah. 21And I will also take of them for priests [and] for Levites, saith Jehovah.

- Adam Clarke Bible Commentary · v. 19That draw the bow - I much suspect that the words קשת משכי moshechey kesheth, who draw the bow, are a corruption of the word משך meshek, Moschi, the name of a nation situated between the Euxine and Caspian seas; and properly joined with תבל tubal, the Tibareni.
