Context of Isaiah 13:13
11And I will punish the world for evil, and the wicked for their iniquity; and I will make the arrogance of the proud to cease, and will bring low the haughtiness of the violent. 12I will make a man more precious than fine gold, even man than the gold of Ophir. Therefore I will make the heavens to shake, and the earth shall be removed out of her place, at the wrath of Jehovah of hosts, and in the day of his fierce anger. 14And it shall be as with a chased roe, and as with a flock that no man gathereth together; every one shall turn to his own people, and every one flee into his own land. 15All that are found shall be thrust through; and every one that is in league [with them] shall fall by the sword.

- Barnes’ Notes on the Bible · v. 13Therefore I will shake the heavens - A strong, but common figure of speech in the Scriptures, to denote great commotions, judgments, and revolutions. The figure is taken from the image of a furious storm and tempest, when the sky, the clouds, the heavens, appear to be in commotion; compare 1 Samuel 22:8: Then the earth shook and trembled, The foundation of heaven moved and shook, Because he was wroth. - Matthew Henry Concise Commentary · v. 6-18Verses 6-18 We have here the terrible desolation of Babylon by the Medes and Persians. Those who in the day of their peace were proud, and haughty, and terrible, are quite dispirited when trouble comes. Their faces shall be scorched with the flame. All comfort and hope shall fail. The stars of heaven shall not give their light, the sun shall be darkened. Such expressions are often employed by the prophets, to describe the convulsions of governments. God…Read the comment
