Context of 2 Kings 21:7
5And he built altars to all the host of heaven in both courts of the house of Jehovah. 6And he caused his son to pass through the fire, and used magic and divination, and appointed necromancers and soothsayers: he wrought evil beyond measure in the sight of Jehovah, to provoke him to anger. And he set the graven image of the Asherah that he had made, in the house of which Jehovah had said to David and to Solomon his son, In this house, and in Jerusalem, which I have chosen out of all the tribes of Israel, will I put my name for ever; 8neither will I any more cause the foot of Israel to wander away from the land that I gave their fathers; if they will only take heed to do according to all that I have commanded them, and according to all the law that my servant Moses commanded them. 9But they would not hearken, and Manasseh led them astray to do more evil than the nations that Jehovah had destroyed from before the children of Israel.

- Adam Clarke Bible Commentary · v. 7He set a graven image of the grove that he had made in the house - Every one may see that Asherah here must signify an idol, and not a grove; and for the proof of this see the observations at the end of the chapter, 2 Kings 21:26; (note).Read the comment
- Barnes’ Notes on the Bible · v. 7A graven image of the grove - Rather, “the carved work of the Asherah.” This Asherah which Manasseh placed in the very temple itself, from where it was afterward taken by Josiah to be destroyed 2 Kings 23:6. Such a profanation was beyond anything that had been done either by Athaliah 2 Kings 11:18, or by Ahaz 2 Kings 16:14-18; 2 Chronicles 29:5-7.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 77. And he set a graven image--The placing of the Asherah within the precincts of the temple, which was dedicated to the worship of the true God, is dwelt upon as the most aggravated outrage of the royal idolater.Read the comment
