Context of Judges 21:13
11This is what you should do: Completely destroy every male, as well as every woman who has gone to bed with a man.” 12They found among the inhabitants of Jabesh-gilead four hundred young virgins, who had not been intimate with a man, and they brought them to the camp at Shiloh in the land of Canaan. The whole congregation sent a message of peace to the Benjaminites who were at Rimmon Rock. 14Benjamin returned at that time, and Israel gave them the women they had kept alive from Jabesh-gilead. But there were not enough for them. 15The people had compassion on Benjamin, because the Lord had made this gap in the tribes of Israel.

- Tyndale Open Study Notes · v. 1-25These two epilogues (Judges 17–18 and 19–21) show that inspired but unstructured leadership cannot last. As society moved toward chaos and civil war, the phrase, In those days there was no king in Israel appears four times. The phrase, everyone did what was right in his own eyes is added twice (Judges 17:6; 18:1; 19:1; 21:25). The era of inspired leadership declined and ended in disorder. Something important was missing.Read the comment

Their victory saddened and humbled them. Their feelings on…Read the comment
