Context of Isaiah 44:2
1“And now listen, Jacob my servant, Israel whom I have chosen. This is the word of the Lord your Maker, the one who formed you from the womb: He will help you. Do not fear, Jacob my servant, Jeshurun whom I have chosen. 3For I will pour water on the thirsty land and streams on the dry ground; I will pour out my Spirit on your descendants and my blessing on your offspring. 4They will sprout among the grass like poplars by flowing streams.

Commentaries on Isaiah 44:2
- Adam Clarke Bible Commentary · v. 2Jesurun - Jeshurun means Israel. This name was given to that people by Moses, Deuteronomy 32:15; Deuteronomy 33:5, Deuteronomy 33:26. The most probable account of it seems to be that in which the Jewish commentators agree; namely, that it is derived from ישר yashar, and signifies upright. In the same manner, Israel, as a people, is called משלם meshullam, perfect, Isaiah 42:19, They were taught of God, and abundantly furnished with the means of rectitude…Read the comment

And formed thee from the womb - This is equivalent to the declaration that he was their Maker, or Creator.
