Context of Isaiah 11:11
9They will not harm or destroy each other on my entire holy mountain, for the land will be as full of the knowledge of the Lord as the sea is filled with water. 10On that day the root of Jesse will stand as a banner for the peoples. The nations will look to him for guidance, and his resting place will be glorious. On that day the Lord will extend his hand a second time to recover the remnant of his people who survive — from Assyria, Egypt, Pathros, Cush, Elam, Shinar, Hamath, and the coasts and islands of the west. 12He will lift up a banner for the nations and gather the dispersed of Israel; he will collect the scattered of Judah from the four corners of the earth. 13Ephraim’s envy will cease; Judah’s harassing will end. Ephraim will no longer be envious of Judah, and Judah will not harass Ephraim.

- Barnes’ Notes on the Bible · v. 11And it shall come to pass - The prophet having, in the previous verse, stated the effect of the reign of the Messiah on the Gentile world, proceeds to state the result on the scattered Jews. Whether it is to be a literal re-collecting of the scattered tribes to the land of their fathers, has been a subject of debate, and is still so by expositors. - Matthew Henry Concise Commentary · v. 10-16Verses 10-16 When the gospel should be publicly preached, the Gentiles would seek Christ Jesus as their Lord and Saviour, and find rest of soul. When God's time is come for the deliverance of his people, mountains of opposition shall become plains before him. God can soon turn gloomy days into glorious ones. And while we expect the Lord to gather his ancient people, and bring them home to his church, also to bring in the fulness of the Gentiles, when all…Read the comment

The second time will be in the future when the Messiah gathers non-Jewish people (Isaiah 11:10) and his own people living among them (11:11). The exodus remained a symbol of hope for those in exile (see Isaiah 11:16; 35:8; 40:3; 43:19–20; 48:21). The remnant of his people included Israelites who survived the Assyrian and Babylonian invasions and were exiled.Read the comment
