Context of Ezekiel 17:23
21All the fugitives among his troops will fall by the sword, and those who survive will be scattered to every direction of the wind. Then you will know that I, the Lord, have spoken. 22“‘This is what the Lord God says: I will take a sprig from the lofty top of the cedar and plant it. I will pluck a tender sprig from its topmost shoots, and I will plant it on a high towering mountain. I will plant it on Israel’s high mountain so that it may bear branches, produce fruit, and become a majestic cedar. Birds of every kind will nest under it, taking shelter in the shade of its branches. 24Then all the trees of the field will know that I am the Lord. I bring down the tall tree, and make the low tree tall. I cause the green tree to wither and make the withered tree thrive. I, the Lord, have spoken and I will do it.’”

- Barnes’ Notes on the Bible · v. 23In the mountain of the height of Israel - The parallel passage Ezekiel 20:40 points to the mountain on which the temple stood. But it is not here the actual Mount Moriah so much as the kingdom of which that mountain was the representative, the seat of the throne of the anointed Son of God (Psalm 2:6; compare Psalm 40:2). All fowl of every wing - (or, of every kind) are those who flock from all lands to this kingdom. Compare Matthew 13:32. The prophet…Read the comment
- Matthew Henry Concise Commentary · v. 22-24Verses 22-24 The unbelief of man shall not make the promise of God of none effect. The parable of a tree, used in the threatening, is here presented in the promise. It appears only applicable to Jesus, the Son of David, the Messiah of God. The kingdom of Satan, which has borne so long, so large a sway, shall be broken, and the kingdom of Christ, which was looked upon with contempt, shall be established. Blessed be God, our Redeemer is seen even by the…Read the comment
- Tyndale Open Study Notes · v. 22-24The last part of the chapter changes the story. Now the Lord takes a branch from the cedar tree and plants it on Israel’s highest mountain. In the Old Testament, a tree often represents a royal family line. A new shoot (a small new branch) represents a new beginning (compare Isaiah 11:1). The judgment on the vine would not end the monarchy (the rule of kings). God would plant a new branch. This branch would grow into a greater cedar than the first one…Read the comment
- Jamieson–Fausset–Brown Commentary · v. 2323. under it ... all fowl--the Gospel "mustard tree," small at first, but at length receiving all under its covert (Mt 13:32); the antithesis to Antichrist, symbolized by Assyria, of which the same is said (Eze 31:6), and Babylon (Da 4:12). Antichrist assumes in mimicry the universal power really belonging to Christ.Read the comment
