Context of Zechariah 14:11
9On that day the LORD will become King over all the earth—the LORD alone, and His name alone. 10All the land from Geba to Rimmon south of Jerusalem will be turned into a plain, but Jerusalem will be raised up and will remain in her place, from the Benjamin Gate to the site of the First Gate to the Corner Gate, and from the Tower of Hananel to the royal winepresses. People will live there, and never again will there be an utter destruction. So Jerusalem will dwell securely. 12And this will be the plague with which the LORD strikes all the peoples who have warred against Jerusalem: Their flesh will rot while they stand on their feet, their eyes will rot in their sockets, and their tongues will rot in their mouths. 13On that day a great panic from the LORD will come upon them, so that each will seize the hand of another, and the hand of one will rise against the other.

- Barnes’ Notes on the Bible · v. 11And they shall dwell in it - In peace, going forth from it, neither into “captivity,” nor in flight Zechariah 14:2, Zechariah 14:5; for God should exempt from curse the city which He had chosen, against which the gates of hell shall not prevail, and He says of the heavenly Jerusalem, “there shall be no more curse” Revelation 22:3.Read the comment
- Matthew Henry Concise Commentary · v. 8-15Verses 8-15 Some consider that the progress of the gospel, beginning from Jerusalem, is referred to by the living waters flowing from that city. Neither shall the gospel and means of grace, nor the graces of the Spirit wrought in the hearts of believers by those means, ever fail, by reason either of the heat of persecution, or storms of temptation, or the blasts of any other affliction. Tremendous judgments appear to be foretold, to be sent upon those who…Read the comment
