Context of Numbers 8:9
7This is what you must do to cleanse them: Sprinkle them with the water of purification. Have them shave their whole bodies and wash their clothes, and so purify themselves. 8Then have them take a young bull with its grain offering of fine flour mixed with oil, and you are to take a second young bull for a sin offering. Bring the Levites before the Tent of Meeting and assemble the whole congregation of Israel. 10You are to present the Levites before the LORD and have the Israelites lay their hands upon them. 11Aaron is to present the Levites before the LORD as a wave offering from the sons of Israel, so that they may perform the service of the LORD.

The distinction between the “consecration” of the priests Numbers 8:21 of the Levites is marked. These rites of purification are similar to those incumbent on the priests of Egypt. - Matthew Henry Concise Commentary · v. 5-26Verses 5-26 Here we have directions for the solemn ordination of the Levites. All Israel must know that they took not this honour to themselves, but were called of God to it; nor was it enough that they were distinguished from others. This party, who laid their hands upon the Levites, are supposed by some to have been the first-born, who by that act, transferred their peculiar privilege of acting as God's ministers to the Levitical tribe; and by others, to have been the princes…Read the comment
