Context of Numbers 23:7
5Then the LORD put a message in Balaam’s mouth, saying, “Return to Balak and give him this message.” 6So he returned to Balak, who was standing there beside his burnt offering, with all the princes of Moab. And Balaam lifted up an oracle, saying: “Balak brought me from Aram, the king of Moab from the mountains of the east. ‘Come,’ he said, ‘put a curse on Jacob for me; come and denounce Israel!’ 8How can I curse those whom God has not cursed? How can I denounce those whom the LORD has not denounced? 9For I see them from atop the rocky cliffs, and I watch them from the hills. Behold, a people dwelling apart, not reckoning themselves among the nations.

Commentaries on Numbers 23:7
- Adam Clarke Bible Commentary · v. 7And he took up his parable - משלו meshalo, see on Numbers 21:27; (note). All these oracular speeches of Balaam are in hemistich metre in the original. They are highly dignified, and may be considered as immediate poetic productions of the Spirit of God; for it is expressly said, Numbers 23:5, that God put the word in Balaam's mouth, and that the Spirit of God came upon him, Numbers 24:2.Read the comment
- Barnes’ Notes on the Bible · v. 7Aram - Or, “highland.” This term denotes the whole elevated region, from the northeastern frontier of Palestine to the Euphrates and the Tigris. The country between these streams was especially designated “Aram-naharaim,” or “Aram of the two rivers:” the Greeks called it Mesopotamia; and here, according to Deuteronomy 23:4, was Balaam‘s home. Compare Numbers 22:5 note.Read the comment

He recognized that God's blessing had transformed a humble people into a great nation (compare Genesis 12:2–3; 13:16; 28:14). Balaam hoped for similar good fortune for himself (Numbers 23:10).Read the comment
