Context of Numbers 14:38
36So the men Moses had sent to spy out the land, who had returned and made the whole congregation grumble against him by bringing out a bad report about the land— 37those men who had brought out the bad report about the land—were struck down by a plague before the LORD. Of those men who had gone to spy out the land, only Joshua son of Nun and Caleb son of Jephunneh remained alive. 39And when Moses relayed these words to all the Israelites, the people mourned bitterly. 40Early the next morning they got up and went up toward the ridge of the hill country. “We have indeed sinned,” they said, “but we will go to the place the LORD has promised.”

- Matthew Henry Concise Commentary · v. 36-39Verses 36-39 Here is the sudden death of the ten evil spies. They sinned in bringing a slander upon the land of promise. Those greatly provoke God, who misrepresent religion, raise dislike in men's minds toward it, or give opportunity to those to do so, who seek occasion. Justly are murmurers made mourners. If they had mourned for the sin, when they were faithfully reproved, the sentence had been prevented; but as they mourned for the judgment only, it…Read the comment
- Tyndale Open Study Notes · v. 1-38Twelve spies explored the fertile land of Canaan and found strong enemies defending it. Earlier chapters show Israel's disobedience, hinting at future failures. The Israelites did not have the obedience, courage, or faith to capture the land. So, the Lord made them spend 40 years in the Wilderness of Sinai. That generation did not receive their inheritance in the promised land.Read the comment
