Context of Ezra 4:23
21Now, therefore, issue an order for these men to stop, so that this city will not be rebuilt until I so order. 22See that you do not neglect this matter. Why allow this threat to increase and the royal interests to suffer? When the text of the letter from King Artaxerxes was read to Rehum, Shimshai the scribe, and their associates, they went immediately to the Jews in Jerusalem and forcibly stopped them. 24Thus the construction of the house of God in Jerusalem ceased, and it remained at a standstill until the second year of the reign of Darius king of Persia.

- Matthew Henry Concise Commentary · v. 6-24Verses 6-24 It is an old slander, that the prosperity of the church would be hurtful to kings and princes. Nothing can be more false, for true godliness teaches us to honour and obey our sovereign. But where the command of God requires one thing and the law of the land another, we must obey God rather than man, and patiently submit to the consequences. All who love the gospel should avoid all appearance of evil, lest they should encourage the adversaries…Read the comment
