Context of Ecclesiastes 7:28
26And I find more bitter than death the woman who is a snare, whose heart is a net, and whose hands are chains. The man who pleases God escapes her, but the sinner is ensnared. 27“Behold,” says the Teacher, “I have discovered this by adding one thing to another to find an explanation. While my soul was still searching but not finding, among a thousand I have found one upright man, but among all these I have not found one such woman. 29Only this have I found: I have discovered that God made mankind upright, but they have sought out many schemes.”

- Matthew Henry Concise Commentary · v. 23-29Verses 23-29 Solomon, in his search into the nature and reason of things, had been miserably deluded. But he here speaks with godly sorrow. He alone who constantly aims to please God, can expect to escape; the careless sinner probably will fall to rise no more. He now discovered more than ever the evil of the great sin of which he had been guilty, the loving many strange women, I Kin. 11:1. A woman thoroughly upright and godly, he had not found. Rather, referring to his past experience, "Which my soul sought further, but I found not." one man--that is, worthy of the name, "man," "upright"; not more than one in a thousand of my courtiers (Job 33:23; Psa 12:1). Jesus Christ alone of men fully realizes the perfect ideal of "man." "Chiefest among ten thousand" (So 5:10). No perfect "woman" has ever existed, not even the Virgin Mary.
