Context of 2 Chronicles 8:4
2Solomon rebuilt the cities Hiram had given him and settled Israelites there. 3Then Solomon went to Hamath-zobah and captured it. He built Tadmor in the wilderness, in addition to all the store cities that he had built in Hamath. 5He rebuilt Upper and Lower Beth-horon as fortified cities with walls, gates, and bars, 6as well as Baalath, all the store cities that belonged to Solomon, and all the cities for his chariots and horses—whatever he desired to build in Jerusalem, Lebanon, and throughout the land of his dominion.

- Tyndale Open Study Notes · v. 4The Chronicler talks about the northern parts of Solomon’s kingdom. Tadmor, later known as Palmyra, was an oasis city in Syria on the desert trade routes with Mesopotamia, 120 miles northeast of Damascus. It is not mentioned elsewhere in the Bible. Eventually, it was linked with the list of fortified cities in Solomon’s kingdom (compare 1 Kings 9:18, where Tamar/Tadmor refers to a city in southeast Judah).Read the comment
- Jamieson–Fausset–Brown Commentary · v. 3-63-6. And Solomon went to Hamath-zobah--Hamath was on the Orontes, in Coele-Syria. Its king, Toi, had been the ally of David; but from the combination, Hamath and Zobah, it would appear that some revolution had taken place which led to the union of these two petty kingdoms of Syria into one.
