Context of 1 Samuel 7:16

14The cities from Ekron to Gath, which the Philistines had taken, were restored to Israel, who also delivered the surrounding territory from the hand of the Philistines. And there was peace between the Israelites and the Amorites. 15So Samuel judged Israel all the days of his life. Every year he would go on a circuit from Bethel to Gilgal to Mizpah, judging Israel in all these places. 17Then he would return to Ramah because his home was there, and there he judged Israel and built an altar to the LORD.

• Adam Clarke Bible Commentary · v. 16He went from year to year in circuit - When he was at Beth-el, the tribe of Ephraim, and all the northern parts of the country, could attend him; when at Gilgal, the tribe of Benjamin, and those beyond Jordan, might have easy access to him; and when at Mizpeh, he was within reach of Judah, Simeon, and Gad; but Ramah was the place of his ordinary abode; and there he held his court, for there he judged Israel; and, as it is probable that Shiloh was…Read the comment
• Barnes’ Notes on the Bible · v. 16Gilgal - It is uncertain whether Gilgal in the valley of the Jordan, or the modern Jiljulieh, the Gilgal of 2 Kings 2:1; 2 Kings 4:38, be meant; but far more probably the former (see 1 Samuel 11:14 and note).Read the comment
• Matthew Henry Concise Commentary · v. 13-17Verses 13-17 In this great revival of true religion, the ark was neither removed to Shiloh, nor placed with the tabernacle any where else. This disregard to the Levitical institutions showed that their typical meaning formed their chief use; and when that was overlooked, they became a lifeless service, not to be compared with repentance, faith, and the love of God and man.Read the comment
• Tyndale Open Study Notes · v. 16Bethel and Mizpah were places where people gathered during the time of the judges (Judges 20:1, 18, 26; 21:1–2). This was the time in Israel’s history after the death of Joshua and before the beginning of the monarchy (when kings ruled). During this time, God raised up judges to lead and deliver Israel. Bethel was important even in Abraham's time (Genesis 12:8; 13:3–4; 28:10–22; 35:1–15). Gilgal, near Jericho, was a holy place since Joshua's time (Joshua…Read the comment
