Context of Numbers 15:18
16One law and one ordinance shall be for you, and for the stranger that sojourneth with you. 17And Jehovah spake unto Moses, saying, Speak unto the children of Israel, and say unto them, When ye come into the land whither I bring you, 19then it shall be, that, when ye eat of the bread of the land, ye shall offer up a heave-offering unto Jehovah. 20Of the first of your dough ye shall offer up a cake for a heave-offering: as the heave-offering of the threshing-floor, so shall ye heave it.

- Jamieson–Fausset–Brown Commentary · v. 1-411-2. The Lord spake unto Moses, saying, Speak unto the children of Israel--Some infer from Nu 15:23 that the date of this communication must be fixed towards the close of the wanderings in the wilderness; and, also, that all the sacrifices prescribed in the law were to be offered only after the settlement in Canaan.Read the comment
