Context of Exodus 29:19
17And thou shalt cut the ram into its pieces, and wash its inwards, and its legs, and put them with its pieces, and with its head. 18And thou shalt burn the whole ram upon the altar: it is a burnt-offering unto Jehovah; it is a sweet savor, an offering made by fire unto Jehovah. And thou shalt take the other ram; and Aaron and his sons shall lay their hands upon the head of the ram. 20Then shalt thou kill the ram, and take of its blood, and put it upon the tip of the right ear of Aaron, and upon the tip of the right ear of his sons, and upon the thumb of their right hand, and upon the great toe of their right foot, and sprinkle the blood upon the altar round about. 21And thou shalt take of the blood that is upon the altar, and of the anointing oil, and sprinkle it upon Aaron, and upon his garments, and upon his sons, and upon the garments of his sons with him: and he shall be hallowed, and his garments, and his sons, and his sons’ garments with him.

- Tyndale Open Study Notes · v. 19-28This ordination offering is very similar to the peace offering, which is also called the fellowship offering (Leviticus 3). In this offering, the fat was burned as a gift to the Lord. The breast and the thigh were first lifted up before the Lord as a sign that they belonged to him (29:24–26). After that, they became the portion for the priests to eat (29:26–28). In a regular peace offering, the person who brought the sacrifice also ate part of the meat…Read the comment

And thou shalt cause a bullock to be brought before the tabernacle--This part of the ceremonial consisted of three sacrifices: (1) The sacrifice of a bullock, as a sin offering; and in rendering it, the priest was directed to put his hand upon the head of his sacrifice, expressing by that act a consciousness of personal guilt, and a wish that it might be accepted as a vicarious satisfaction.
